Is your rudder off center?, that will cause it to pull, moving the plates won't help it though, but it could just be the characteristics of the boat too, if it is you could change the sprocket and maybe the size quadrant, that wil help some!..

The rudder is center. What about grinding the back of the rudder?.

What kind of rudder you got, trailing or a wedge??, removing material off the rudder will only decrease steering effiency, not a good thing!..

it would be a trailing type.what i mean is the trailing edge is square,so i thought about grinding one side.i remember some thing about grinding it but dont know which side.

some of the guys that ski race here use beads of weld on their rudders to induce drag and correct pull. Apparently its a bit of a black art though, and I dont know at what speed it would become effective (if at all).

That may work but you will lose area and that will decrease steering efficiency, remember water is not like air it won't follow the rudder and you'll have a gap there where you grind the material away!..
